JG IM and 1K idle.. problems

My Turbo GSR seems to idle a bit higher than usual.. no matter how hot or cold it is, the idle stays at 1K rpm.. I've got a JG IM on there and I've also played w/ the idle adjustment screw, but have had no luck bringing the idle down to 700-800 rpm..
Anyone out there been able to idle their motors w/ a JG down to factory specs?? or is this a common thing w/ the bigger IM's..?
