Default accord ecu modification

I've heard about small modifactions to the ecu involving resistor chips of some kind. Is this type of modification possible ? and does it acutally raise the rev limiter? if not how do you raise the rev limiter?

because ALL honda motors are really supposed to rev to 9k.......honda just wont tell us all.......
