Does your 89 have a sway to begin with?
Cars without the stock sway tend to NOT have the threaded holes for the sway brackets to mount to the frame rail. Some have them, but it's normally that the car has holes, but no threads. My car didn't have the holes at all!
You can add the nuts for the bolts to go into by drilling a hole through the frame rail on into the cabin of the car.
Then open those holes up with a 1" hole drill/saw thing.
Then you can use the sway.
