So basically i dont know jack about turbo's but i am trying to figure it out. I want to turbo my H22A2. I was reading something about closed deck and open deck. Can anyone tell me what they are. How much boost can a H22 hold?

Man there is so much stuff for you to figure out. I think the general rule is 8 to 10lbs tuned on a stock h22. Due to the ringlands. I would recommend you do alot more research on your project before you start. It will save you alot of money and time.

Basically open deck is where the sleeves are not connected to the block at the top, it's generally weaker than closed deck.
Open Deck (B18B)

Closed deck is where the sleeves are connected to the block at the top.
Closed Deck (RB26DETT)

It doesn't really matter if it's open deck or not, because you can only run low boost on stock internals anyways. And if you want to run forged internals, you need to resleeve your block.
