Default new axles... wont turn!

I just put new axles in my crx with a b16, y1 tranny and DA intermediate shaft. I replaced the axles using the same things, 92 integra non-abs. Both dust shields are out of the hubs of course.

I put the driver side in and it turns harder than i remember. I put the passenger side in and it wont turn at all. Took it back apart and took off the rubber seal on the axle where it goes into the hub. Driver side did not have teh rubber seal on it. What else can be binding this up? The axle nut is slightly tightened, but definly not all the way.

has the car been sittinng? rust on the brakes maybe?

is the car in gear? becasue one axle would turn stiffly if it was in gear and only one axle was installed.

will the Intermediate shaft turn all alone?
