Default HELP: 91 Accord CEL 17

I couldn't find the test connector for the CEL light but on the ECU there is a red blinking light and it is throwing a 17. My question is are all Honda CEL codes the same? And on 91 Accords, do they have test connectors? Is that red blinking light throwing up the CEL codes? Sorry for all the noob question but I am more familiar with Civics.

Code 17 is a problem with the VSS circuit. Does your speedo work?

you have to be going faster than 50 mph inorder for the speed gauge to work...
