N/A 2.1 L Stroker makes 280 LBS at 9500 RPM?

I saw a article about building a simular engine. The difference was the other engine was decked 25mm and used longer then stock rods. This gave it a R/S of 1.63, better then stock GSR, or ITR. This is what I want to build. I saw this article a few days ago. The engine is built pretty much the same it just isn't decked 25mm. Now the engine in the article was said to achieve 280+ LBS at 9500 RPM. Now this is serious power, and I am drawn to the torque. What do you think the decked version would turn out?
OH MY GOD I AM STUPID. I THOUGHT IT SAID 280+ lbs, IT SAYS 280+ PEAK POWER AND CLIMBING. GO AHEAD AND FLAME.
