VIN NUMBERS!!!!!!!

The other day my stupid neighbor parked his race car outside on the street(public) and covered it with a car cover.
Well, that same week it got towed and a vehicle theft recovery team agent came by the my house asked me if I knew anything about this vehicle. I said "yeah it's the guy up street who own's it". He replied "that vehicle has no VIN numbers and no plates". I said "yeah, of course it doesn't have any plates cause it's a race car!?" He said that it's a felony if you remove or deface any vin numbers and this vehicle didn't have any dashboard where the vin should have been at. I told him that the vin number on the firewall and on the door jam is still in tact it should be fine. He said "No, removing a dash with a vin number is a felony". I'm like WTF is this idiot thinking! I told him that a bunch of my racer friends remove their dashboards as well as my own race car! He's said "Just better make sure that I don't catch them!" On the same note this whole conversation was occuring in my garage with my friends Integra being gutted out for full race. He looked inside my friends car and said "I could arrest you for removing your dash". In my mind I felt like kicking him in his throat for being so stupid! I told him "don't worry I have the dash in the back of my friends Suburban(we were just about to take it to the junk yard).
Please tell me that this Officer is full of it cause that's what my SF cop friend said. By the way this was DALY CITY cop too as well.

Well, since it's a full race car it's not registered with the state I presume.
By parking it on the street your neighbor subjected the car to all applicable laws of the state. Which if it had no plates (because it wasn't registered) or VIN it would be presumed stolen and thus impounded.
I know in NY you can remove the dash VIN and not have plates as long as the car is kept on private property on all times. That means it cannot be parked on the street, has to be transported via flat bed, etc.

thats BS. This is how it works:
If the car is registered with the DMV as a operational vehicle and is driven on public roadways, then it must have a VIN # showing (covering or removing it is against the law and can cause the car to be towed away. Why? If you are parked illegaly, the metermaid must write the VIN# on the ticket, if its gone, then it will be towed, etc...), also the lisence plate must be showen in the front and back also with the current and proper registration showing and must not be covered in anyway to limit ones view of it. Hense the reason some people put their plate number on the car cover or have a plastic window on the cover when parked on the street.
HOWEVER:
If the car is registered with the CA DMV as a non-operational vehicle and is never driven on public roadways, then the car is allowed to remove or non-disclose the VIN#, liscense plate info, etc... By doing that the car is non longer a street legal machine and can only be towed to and from race events, etc...
This information was told and given to me by numerious police officers as well as the DMV, insurance company and the California Air Resource Board (the smog referee). The Referee (CAR) Center is a special vehicle emissions test facility providing Smog Check assistance to motorists through a referee. A referee is a licensed smog technician who is authorized to address matters beyond the scope of California's licensed Smog Check stations.
Here's some information regarding cars that are registered as non-operational vehicals:
Non-operation for a vehicle not being used
If you do not plan to drive your vehicle during the next renewal year, and the vehicle will not be parked where it may be subject to citations such as on a street, you may complete a Certificate of Planned Non-operation (REG 102), also called a PNO. There is a $10 filing fee for the PNO.
Also there is this type of registration that you can do also with the DMV:
Off highway vehicles (OHV) subject to off-road registration
OHVs are vehicles such as racing motorcycles, trail bikes, mini bikes, dune buggies, all-terrain vehicles, jeeps and snowmobiles. These vehicles are operated exclusively off public roads and highways on lands that are open and accessible to the public. They do not require regular registration, but must display an identification plate or device issued by DMV.
It is not necessary to register a vehicle for both on-highway and off-highway use. Valid on-highway registration allows the vehicle to be operated on and off the highway. Vehicles registered for on-highway use only may be subject to a "use fee" if operated in OHV parks.
