power steering belt removed.. now rack is leaking?

power steering belt removed.. now rack is leaking?
I swapped in a 98 b18b in my 90 teg 3 weeks a go, I couldnt get off the pulley on my old motor, so now i have no power steering 
Now i got puddles in my garage (small ones) is my rack gone already????
ps: i just p/u a new 90 teg pulley thats going in tomorrow
