b16a CRX need help ecu question

I'm doing a conversion on a jdm b16a i was wondering if a usdm p28 ecu would get me to pass the cali smog ref or do i need a usdm p30 ecu?

Are you gonna keep it at OBD0?

oh i forgot to add i'm converting it from obd0 to obd1 and what suitable ecu's could i use in order to get it to pass california smog ref?
