Tuning problem.

Tuning problem.
ok i have a problem that i have been searching on and nobody can really answer.
first off i have a jdm b16 with no O2 sensor. i have no idea why but the car runs good but no CEL. i run really rich tho and i get about 200 miles on a tank. the headers i have which are RSR have no o2 bunge. they are for a GSR and they go on the cat.
second is that i want to get my car tuned. but the thing is i don't know either to go VAFC or hondata. my ECu is chipped tho. which is a PWO. but i am still OBD-0. so which would be the ideal way to go about this? do i need to switch over to obd1 or stick with pre obd and tune with a apexi? what would most of you guys do? will having no O2 sensor hinder me from gaining power? please help i don't know where to put the money towards.
