Default HF to SI engine wiring, please help!!!!!

Ok I have an 89 HF shell, and the engine wiring harness to an 88 SI. I noticed this when I was install my engine this evening, it has been a while since I have messed with an obd0 car. My question is what are these two plugs for? and are they supposed to connected to each other, for a point of reference the picture is taken an the drivers side strut tower where the resistor box sits as you can see in the pic. Please help!!! Thanks!
