.....what is that thing called on the ends of the steering rack? balljoint?

steering rack tie rod ball joint maybe?

Anyway, the ones on my EF are toast. I'm having visions of me driving hard and the balljoint separates and the rf wheel goes right, while lf wheel goes left and car is uncontrollable with the steering wheel at this point.....

But I digress, wtf are these things called? AND can I just use the semi-new ones I have from my old itr?

It is referred to by Honda as a 'Rack End'.

You can also say 'inner tie-rod'.

My advice would be to replace them with new ones while you're in there, and you need to replace the (2) lock washers ( there is one for each side of the rack - you can reuse the original stop washers that go behind them ).
You may want to replace the rack end bushing as well.
