Failed NO emissions at 15mph

Failed NO emissions at 15mph
I have a 1990 Accord that failed the emissions test.
At 15 mph the NO read 1507 ppm (limit 1010). It passed at 25mph, and passed all other areas with flying colors. The car had idled for about ten minutes and then was off for about half an hour before the test.
What will it likely take to pass the test? Is there anything simple I can do?
