Need help code 21 keeps turning on when hitting 5500

Hey guys just put my b16 in and wired everything up 2nd o2, knock, oil press, and vtec solenoid. But when I rev it up to 5500 to hit vtec check engine light turns on and code 21 is set. Does anyone know why this it happening? Please help.
