Are you trying to get just the bumper skin off or the skin & the bumper beam off at the same time?
On the CRX, which should be pretty much the same, there are:
1) the 4 screws in the wheel wells
2) 3 bolts on top where the bumper skin gets sandwiched in a flange on the bumper beam, you can see them by opening the hood and they are between the headlights and in front of the radiator
and
3) 3 bolts that fasten the skin to the front x-member from underneath
If you are pulling the whole skin + beam assembly, you can ignore #2 above. But then you have to remove your bumper lights (1 screw each) and get at 4 bolts (2 each side) that hold the bumper beam to the frame.
Like I said that applies to the CRX, but I don't think the Civic hatch differs much (if at all), maybe someone will chime in.

Yes, the civic bumper comes off with those bolts too. The metal strip above the bumper cover does not come off with it. I think the middle bolt he is referring to holds the cover to the metal below. Just take the ones out from behind the bumper lights and everything will become much easier to figure out.
