B18c Spec R CRX Time Trial Setup

Hi. Greetings from Puerto Rico.
I've viewed this forum for some time now and finally got around to registering.
Here in PR, we dont have SCCA or NASA so most of the road-racing events are either grassroots or organized by the CCCPR (local club racing). We finally have managed to organize a real Time Trials championship (in a road course -Solo1 to you guys I guess) in which we run monthly. The rules if Im not mistaken were mostly copied from NASA. Ive raced the CRX here for two years now (since I goy my license at 16) and raced go-karts before. Anyways, being a student and all, I try to be as Low Budget as possible and emphazise reliabiliy above flat out performance. The car is first owner (bought by my dad in 1990) and was initially raced with the D16A6 engine. Here are its mods-
-B18C Spec R (JDM Integra Type R) motor)
*CAI, fuel regulator, cam gears, pulley, VAFC, MSAD 6AL, 2.5 exhaust. Stock cams, stock 4-1 header, virgin head, stock block, etc...
-Suspension and Chassis-
* Koni Yellow, H&R Race Springs, Progress 22mm swaybar, Strut Bars front and rear, Energy Susp. Bushings, Roll Cage, Fastbrakes 4 piston caliper brakes, Hawk Pads, SS lines, and camber plates are on the way.
-Tires
* Kumho V710 (finally got them back
) on Kosei K1s
Here's the deal. I'd like to ask two things.
1) My main rival right now is a Civic HB with a Turbo B18a (around 270 whp with Hoosiers but no LSD
). Wheras my car is really well balanced, his is pretty over powered (95 whp more than me
and we weight just about the same) yet Ive somehow managed to beat or keep up with him until now. He finally beat me last race or better yet, massacred me (2 seconds better than my best) after going from 240 whp to 270 whp and aligning the damn car. Ive got two more races left here before I go to the USA for college so it doesn't make much sense spending much more on the car. Nevertheless I am trying my best to catch him on the next race.
Just wanted to now if you guys had any suggestions on low budget mods that can allow me to maintain reliability and yet help me lower my times by at least a second. The camber plates will be my next "big" mod and I know that by finally getting some serious neg. camber up front I can find some time. Any alignment tips? Also, I'd like a little more power (95 whp deficit is too much). A new dyno tune is in my plans. I dont have the money for cams or pistons so do you guys by any chance know anything else I could do for power? I thought maybe a mild head porting (its a ITR head so theres not much to port though) and tuning with a little race gas might help some.
2) Im going to college in the University of Michigan in Ann Arbor next semester. I wont have a car at least until I get enough $$$ for a Low Budget Racing Project (Miata, CRX, old school GTI or something like that) but Id like to stay in the game. Anybody know of any cool road-racing/autox/time trial events in Michigan? I just like to get to know the local crowd and hang out with fellow racers, see how the scene here is with SCCA and NASA and all that. I know about Gingerman. Any other road courses around there?

drivers being equal the turbo car is gonna kill you....
even if you are slightly better most likely he's still gonna wax you....
nothing you can really do about 95 hp difference....
i race h1 honda challenge.....there are h3-h4 guys who are probably better drivers than me and i have 50-75 hp more than them and i can run circles around them....cause of the HP difference.....
not sure of anywhere in MI beside gin%^man......can't really go into details on that but i'm not allowing myself to say gin$%man
