If you want. Sure.
Edit: Do you need to, no but depending on your set up it might be good to get a 2.5 cat but its not life or death situation.

I wouldent think so, but if your gonna with an aftermarket exhaust wouldent you want to upgrade the cat as well to get more flow or arent you kinda just getting a nice exhaust and blocking up the hole on the tail pipe making it nice and small by leaving the original cat in there? just my .02 cents
Do you mean is there a need to get a high performance cat? Or just use one at all?
If you answer yes to the first question then, No you do not need a new cat. Only if you want more performance, or the stock one doesnt fit like when you get a JDM header.
If you mean use one at all, Yes there is a need to put SOMETHING (test pipe, high flow, or stock cat) between the aftermarket header and exhaust.
I don't know exactly what you meant by the question thats why I had the long explanation. But I hope it helps.

Yeah...pretty much if I were to go w/ IE:dc sports 4-1 header and apexi n1. Would I want to run a aftermarker or stock cat? which would be the best idea?

Performance wise an aftermarket would definately be better flowing and give a little more power. If your on a budget and a few horses isn't the end of the world to you your stock catalytic converter would do just fine. Don't feel stupid thats how you learn by asking the stupid questions.
