what's cooler mostly water or mostly anitfreeze?
I've always been told that water cools better than antifreeze but on the bottles it says the more antifreeze the higher the boiling point and it says the same on my coolant tester.
water releases heat faster than coolant, but water boils at a lower temp (212deg F ) then coolant. collant also has additives to prevent rust in the water jackets and passages.
you can run a 60/40 mix of water to collant and still have the rust prevention and higher boiling point but the better cooling of more water

Having a higher or lower boiling point is a completely different question. Specific heat, specific gravity, thermal conductivity, & viscosity all matter.
Your profile says you live 'up north' so what's that??? I suppose you want protection from freezing. No matter where you are you'll want corrosion inhibitors.

i'm Canada but the car is stored in the winter so I'm not worried about freezing point.

water wetter is actaully only to prevent bubbles from creating its like a anti acid pill for your stomach...
if you want the best mixtures .. ive done 70 water 30 coolant.. with a fan switch and thermostate (mugen) .. that keeps my car very cool
