The very tiny alternator in the engine bay. It's weak. You can remedy this by replacing all your grounds in the engine compartment with 8ga audio wire for less resistance.

Every civic I've ever been in has had lights dim / fan slow what have you when idling that went away when on the gas. Some people never noticed it until I pointed it out though. Improve your grounds, and it will remedy, if not take care of the whole problem.
