B16 CRX Failed Emissions :(
I just put a B16 in my 89 CRX Si and it failed its emissions check.

CO/15/64.30
HC/1.60/2.58
So far I have double checked the timing and am ordering a new set of O2 sensors. What else could be causing this, cat parhaps? ECU (PR3) is not throwing any codes. Thanks in advance for any advise!

Update - Installed new O2 sensors, dist cap, rotor and spark plug wires and ALMOST passed;

Compression is 195/210/205/210, after new O2 sensors the car does idle a little high (was a little low before).
Some of the other threads about emissions mention adjusting the air/fuel mixture, how is this accomplished? Also, I was wondering what the numbers for a properly running 1st gen B16 are supposed to look like? Any other suggestions?
