Took regular picture and made a duplicate. Now I increased the contrast on the duplicate as well as decreased the hue so it looks more black/white. Then I copied it and pasted it on top of the original. Using the eraser tool I erased the area over the car so now the original car was showing. I also erased the neon sign to add a little color. The car had a slight red tint to it so I replaced the red color in the car with white. I also increased hue on the wheels.
