Default Painted stock 99gsr rims....will i be able to restore its stock appearance.

i'm looking into buying some 99gsr rims from someone close to my area. The rims have been painted with spray can paint to a dark gray color. Does anyone know if i will be able to strip the paint and restore its original shine and appearance without damaging it the rim. I want to make it look stock again. and what do you think are going prices for these rims w/ no tires. thanks.

The factory finish will be there, but the clear coat wont. If he painted it, he might of sanded the finish, so if you want to restore it, you're gonna have to sand everything smooth and repolish it.
