I think you have to modify it a little bit.

You will have to modify the piping and reweld it, or if you have access to a 00 or 01 header and cat, it will bolt up fine to your 95. I believe the cat and header are longer on the 00/01, so the piping would need a little bit added to it.

Hypothetically speaking if he were to replace his stock '95 header/cat with a aftermarket header/cat made for 98-01 he could do it all at the same time and it would fit. Would there be any issues with this?

yes, you are correct, as long as the cat was the same length as the stock 98-01 cat.

Yep. The 00/01 GSR cat is longer than the 94-99 GSR one. You should be able to put the 00/01 GSR cat on your 95 GSR, and then use the Skunk2 exhaust (I have this exact same model on my 94 LS BTW). The only big issue I can see is that you'll have to plug the O2 sensor hole: the later cat has two O2 sensors, one before the cat and one after. Since your car only uses the sensor before the cat, you'll have to find a way to plug the other hole. You should be able to get a short bolt that'll fit there.
