I'm going to try to clarify this. Tell me if I am correct.
You have a 2001 Integra Type R and you went out and bought a JDM front suspension. I can only assume it's because you wanted the larger diameter axels and spline (although with as hard as those axels are to find I can't figure why). What happened is the JDM suspension was Non-ABS so you had your USDM ABS system retrofitted onto your JDM suspension.
Now the ABS light stays on indicating a problem with the ABS system. The mechanic that did the work is telling you it's because the JDM ABS sensor is a different size and the USDM sensor won't work with the suspension.
Am I correct?

well heres the thing my usdm itr 5 lug was taken off for a 4 lug on the track because i wanted slicks and i had left it in my backyard and it was stolen i bought a 98 itr 5 lug because my friend had it from a front clip he bought so thats reason i have this problem so your telling me that the jdm one does not come with abs??
No, the JDM ones do come with ABS, but it was an option on the JDM ITR's. It should work. If you look at someones ABS system, the abs sensor just sits at the bottom of the hub and isn't attached to the axels in any way. So I'd call BS on the guy, but I'm just shooting from the hip here.
State ref? I assume that's an inspection.
I don't know how thorough they are with inspections where you are at, but I'd just take the light out of the gauge cluster behind the ABS light.
