How do you download an avatar for my profile?

I'm having trouble downloading and avatar on my profile. I know it's JPG or GIF files, and that's what I've been doing. It won't let me do it!

Make sure you follow the rules. Image cannot be larger than 70x70 and more than 200000 bytes or something like that.
