Default help! dizzy? timing??

my brother just got a 98 Civic Hatch(same as mine btw).. after i take a look and test driving.. i find out there is a problem with timming..after 4k rpm there is absolutely no power, so i get it to a shop and want to find out what happen, now im right..only half.. the timing is very advanced..so i told the machanic to adjust it back to normal.. after loosing 2 bolts. the mechanic told me its turned all way back already.. cant retard any.. im like what the hell?!? and the mechanic can do nothing about it.. is there anyone could inspire me with any idea? maybe the cam gear? its a D16Y7.. plus, the sound of the engine sounds a bit weird, its hard to discribe tho..

any inputs are welcome.. thx

Check to see whether the camshaft timing is off.

problem solved, i find out the car has 80km on it. might be the timing belt.. got it to a shop to check afterward.. and bang, changing the belt, the car went normal..
