horse power problems

i have a 91 hatch with a d16a6 and i was wondering what should i do, bolt on a turbo or swap it for a zc dohc.

well i'd say whats your buget? you want to stay N/A or go turbo?
outta thouse 2 i'd say DOHC ZC myslef being an 2 cam N/A fan
