My friend had a ls/vtec in his 00 integra (ls block, itr head milled thirty thousandths, and usdm oversized itr pistons). Passed smog with stock ex. manifold, cat and exhaust. He also had a itr intake manifold. So yes it can be done. BUT if you don't pass it ain my fault.

actually increasing compression raises combustion chamber temps burning off more fuel and leaving less emissions, to a point I'm not sure where on your set up it might be but usually it's at a point considered "high" where you generate to much NOX ? to comply with emissions testing
