What is the limitations of 91 octane gas?
There is really no definitive answer to your question. Timing, cooling effeciency, valve overlap, etc. can all have an adverse effect.
The celica has an 11.5 compresion ratio and is designed to run on 91octane, but the manual recomends 95octane for optimum performance.

I doubt that. How can the manual recommend an octane so high that it is not widely available in the U.S.?

The glove box manual. The 2ZZGE refers to the gt-s engine. I can only guess Toyota was generous enough to include an extra mapping for 95octane
