Default tune up

i have a '94 civic and my friend told me the first thing i should do to it is give it a tune up. he recommended changind the fuel filter, the spark plugs and spark plug wires, and the coil box. will this really help the car run like its new? i think it might need a good tune considering it has 90k mi and i don't think the guy i bought it off of ever did any preventative maintenance. in addition, i would like to put diff muffler on it to get a better sound. HOWEVER, i don't want it to sound like a weedwacker. if anyone has any suggestions on brands or styles to buy please tell me. i know that i won't get a rumble sound out of a 4 cyl, but i believe that you can reduce the highs sounds and accent the lows.
