Default Mushy feeling when accelerating

Hey all-

Been test driving a co-workers 95 Del Sol (Si, and I believe it is the VTEC, since it says VTEC on the engine.), which means it's the 160 hp (And I know that's at the crank, not at the wheels) model.

I've looked at the specs on Edmunds, and you don't get the maximum torque until you are at ~ 7000 RPM. Is that the reason that trying to accelerate gives a lag until the car responds? It does have a modded intake (Not sure what kind), but no other mods.

How can you increase the low end response? I haven't gotten a Helm's manual yet (Although I've seen in my basic searches that it is recommended), and I am a relative car/mod n00b. (I've read about them, but I don't really know how they relate to each other, and I've done very little of my own work on a car ever. I do learn fast tho :D)
