suspension grinding

Brakes Grinding + Broken Lug Bolt
first off, I'm talking about a 94 si hatch, all these parts are stock
something is grinding down near my front passenger wheel, it sounds like metal being pressed against metal, it also sounds like its moving with the rotation of the wheel. on at least one ocassion, pressing the brakes has stopped this noise altogether, but we figured it was possible that had something to do with stability.
anyway, at first i thought this must be the brakes, but the rotor (at least the outer side) looks fine. granted, the pads look like they've been annihilated, but the car does not pull especially in either direction.
any ideas what the hell this is?? wheel bearing maybe?? or is it the calipers?
2nd question - yesterday when we went to take the wheel off one of the lugs stripped (no idea how). it only stripped the last 4-ish threads on the bolt though, if i were to cut the bad threads off the bolt and put a new lug on there, would this be terrible? or would that be an acceptable thing to do.

what i was asking about cutting was one of the lugnut bolts that comes from (?) the backing plate. one of the lugs stripped, it looked like there was some really powerful torque coming from above (i have no idea how) and the end of the bolt is entirely fucked. rather than replacing the whole piece, would it be alright to cut the end of this bolt off and put the lug on whats left? theres enough thread left for me to tighten it, but i think it'll be getting around 2/3 of the amount of thread into the lug as it was before
