Default PROBELM WITH HEAT FUSE AND TEMP GAUGE ON 91 ACCORD

i have a 91 accord ex.
and i have an funny problem
when i drive my car the dial for the temp goes past H when i'm at a light or stuck in traffic. but when i drive it at a higher speed it goes down to the middle again. i dont think its really overheating cause the cat never shuts off and there is no smoke coming out. but when it goes past H the idle shakes a bit. i told my mechanic and they said its a fuse that tells the car fan to come on and its $40. well the fan runs on the car , right after a i park it,etc.

also sometimes when i park to get gas or if i'm running in and out a store real quick, the car wont real start unless i let it sit for 5 -10 minutes. now i searched on here and seen many posts about main relays. but does main relay have anything to do with my temp indicator going over H. ?

i have the chitlens book but cant find where these fuse's are or which one is the one for the temp. gauge. how much are these fuses and where exactly are they?
