Default how do you remove rust from a car.... 95 Accord

Theres a small patch of rust on the right rear side of the car right behind the wheel well. Ive seen the same rust spots in other 95 accords in the same exact spot so im guessing it a common thing once they reach there old age. My question is how do i remove that rust spot? Someone told me to use bond-o to patch it up and then sand it down as smooth as possible. Will this method work? Also how would that part be repainted? Touch-up paint???? Sorry for all the questions im just getting annoyed from looking at too much. Any help would be greatly appreciated.....

You'd have to get rid of the rust (sand it off?) and bondo the area to get rid of imperfections. Then you'd have repaint it. Touch-up paint would work if the spot is small, otherwise you'd have to repaint the entire panel.
