My interior fan does not work on postion 1 & 2. Works just
fine when at postions 3 & 4. What could it be...? I gonna
take apart center console and take a look...Could it be
loose wiring or so...?

yes it can be a loose wiring ... you might have to get a multimeter and test for resistance and continuity.

 

i think its most likey ur fan speed resistor, i dunno exactly where it is on a civic, but on an integra (94) its behind the glove box compartment bolted onto the evaporator, held in by 2 bolts, u should check that out.

 

They're right about the resistor... that's the FIRST thing to check....
