Default fuel filter

I just bought a 89 civic for a toy and I wanted to do a tune up on it. i changed the spark plugs and the fuel filter but when the fuel pump starts it leaks bad at right fitting(to the engine from the filter). I know the bolt has two holes in it, i dont know if i have to line them up or just tighten the hell out of it. any help would be appreciated.

On each side of the fitting there should be a washer it is good to replace the washers each time you loosen up on the fitting. Otherwise you do have to tighten down real good or try flipping the washer over.

I'd replace both crush washers on the fittings

the fuel filter came with two but no instructions so i just thought one goes on the bottom of each, to and from.
