Bumper won't mount w/ OEM fog lamps installed, Help!

I just spent about 15 minutes looking through 15 of the 150+ threads I thought may help.....
I have the fog lamps mounted to the bumper. Depo doesn't supply templates, but I figured out how much to cut for the lamps. Anyhow, went to mount the damn bumper back on and the bumper would not go back in place with the lamps. I removed the 2 black plastic pieces from the front beam (have the holes in them) and still the lamps were hitting on something. I read through the instructions and it does not state to remove anything from the car. Am I just not mounting the bumper correctly or what? Just looking for a heads up before I go out and try again tommorrow morning. Thanks

They should go right on. I had no trouble with mine, and not even sure what would prevent it from going on. I've had the bumper on and off multiple times with them, and no problem at all.
Get a friend to help, jack up the car, and have him slide the bumper on while you're under it to see what's hitting.
