What does this mean? The top of the tire must be within the fender but the bottom can stick out? Say if you are running -20 degrees of camber?

I took it to mean that no more than 1/3 of the tire may stick out past the fender when viewed from above... granted, that's not what it says but that's what I think they may have been trying to say.
Christian, who can imagine people running 13x9 style autoX tires in H4 for a gearing reduction
edit: after thinking it over a little bit, I think you're right spiff... kinda an odd rule to make but I can see where they're going with it now.

The max wheel width of 7" in H2-H5 prevents this one.

The rule gives leeway if you run spacers or an alternate chassis. Yet, you still have to keep the top of the tires within the fender. Although, you might be able to adjust by running more negative camber, which would pull the top of the tire within the fender......front or rear

16.4 (c1) Hybrid, NSX and S2000 cars are permitted to replace rear bumper cover with alternate material and design. The shape may not contain diffuser tunnels any greater than 3" in depth (measured across the the vertical ribs to the top of tunnel). Area in front (towards driver) of rear bumper cover must remain open (like OEM) and may not be sealed off to smooth air flow. Rear bumper covers may be trimmed up to the bottom edge of the OEM crash bumper. Rear bumper covers may contain holes to relieve air pressure. Hole area may not be greater than the remaining bumper material. Design must be tasteful and secure.
The part is Italics is what I don't get. How can you use rear diffuser tunnels of no greater than 3", when right after that it says the area in front of the bumper must remain open? That is normal the part that would contain the rear diffusers is it not?
Does it mean you can add rear difussers extending rearward from the rear bumper?

The rule (actually clarification of an existing rule) is actually carefully written after much discussion.
It was set up to still allow aftermarket bumper covers, modifications in oem covers (doesn't cost money!) & keep people from creating crazy one off custom rear ground effects. Note that a 3" diffuser will do nothing but create more drag as spec'd in the rule.
