Default HID retrofit relay question

I was looking over this article on retrofitting HID to a ITR:

I noticed in step 7 that a relay wasn't used to connect the stock headlight wiring to the ballast. All that was done was the headlight fuse was changed from 10a to 20a. I keep reading that a relay should be used in between the stock headlight harness and the HID ballast in order to stop your stock wiring from getting damaged. What are your opinions? Can I get away without using a relay when installing HID on my 99 Integra like the guy in the article did? Thanks in advance.
