Is my turbo shot? Please Help ASAP!

Ok, so after checking my piping, bov, and wastegate like 20 times to figure out why I am not getting boost, I thought, why dont I hook up my boost gauge directley to the compressor on the turbo and see if that would shine some light on the issue.
Well I went for a drive like that, and the gauge showed a steady 0 vac (which I expected), but when trying to boost- still won't go past 0
So do you think my turbo is shot
? I got it brand new in the box.
Also I dont know if this is normal, but after ideling the compressor wheel stops, and spins when revved, and the blades and everything look fine, It is getting its oil supply, sounds like it is spooling when driving, and everything looks good so help shine some light on this for me, cause I really want to get this fixed. I will post my setup below if that helps. thanks guys.
H22A4 - stock internals, head, tranny. garett t3/to4e 63a/r, tial 38mm w/ .5 bar spring, log manifold, 3" downpipe with e-cutout, greddy tyre 24 IC, 2.5" IC piping, cartech fmu, walbro 255hp pump, mbc.

did you heat cycle the turbo before you tryed to beat it?
if you didn't you could very well have scoured the bearings on it. that would cause loss of boost.
try going full throttle, if the gauge reads 0 vacume, them your turbo is fine, since at full throttle on a turbo honda that has not spooled yet would be below 0 and an n/a honda would be a 0 whenever at full throttle. if you get 0 that meand the turbo is spinning, but there is a leak somwere and you are not able to build positive pressure because of it

The thing is that the wastegate is closed, and there are no visible or audible exhaust leaks, so I am f-ing stumped, I just dont know why it isn't making boost, so bump for the night for any more helpful info, thanks guys.
are you hitting 0 vacume during full throttle?
you may have a boost leak, it doesn't have to be an exhaust leak. a leak that big you would notice. a unconnected charge pipe, a hole in the intercooler, and poorly connected blow off vave. lots of things can cause you to not be able to build positive pressure

Well sometimes at full throttle the boost gadge goes a little bit below 0 vacuum, and sometimes it goes even with the 0 vacuum. Just bump again for the night, Thanks

Okay, well I am almost positive that this has to be my wastegate, because all of my piping is connected tight, so is the bov, and so is the manifold.
So when I have the dump pipe off so I can see inside the wastegate, I always see the valve shaft in there, so wouldn't that mean that the wastegate is closed, because if it was stuck open I would see the actual valve head right?
I will try to get a camera if you guys dont know what I mean, but if you do, then tell me what my wastegate should be doing, thanks guys.

Thats the part that doesnt make sense, because since it is close, i would have to make some boost, but I am not making any at all, and does anybody know why when I hooked up the boost gauge to the compressor, it still didnt build boost, something sounds bad about that.
