1988 Honda CRX - Check Engine Light

I have a 1988 Honda CRX with a check engine light that is flashing 16 times. Can anyone tell me what that means and what needs to be done to fix it? I have also replaced the oxygen sensor several times and am still having difficulty getting the inspection...any ideas anyone?

code 16= defective fuel system. check fuel pressure first. could be clogged fuel filter or a clogged fuel injector
