Horn Doesn't work when car is on ?????

Horn Doesn't work when car is on ?????
Ok I know i have an electrical problem somewhere so I'm looking for some tips.
My horn works perfectly when the car is off, but as soon as i put the key in the ign and turn it to accessory, the horn stops working, when i turn the car fully on, the horn doesnt work either. As soon as i turn the car off the horn works.
Anybody have any ideas on what could be causeing it ???

What do your brake lights do under the same conditions?

Sounds like your grounds. I had grounding problems in my '97 and the horn only worked when the brights were on (otherwise pressing the horn made the parking lights come on 
). Anyway the grounds by my windshield washer bottle were loose and the ones behind the bumper were really corroded. Sounds like you may have similar problems

yeah sorry forgot to mention year and model, its a 1998 Accord LX 2 door, modifications have been fog lights wired in, aftermarket car deck, sub wires running through. All of those features work fine though
