O.K. guys! I just came back from the acura dealer and the rack bushings did not solve my problem. They said they were ordering a new rack, and they said that it will hopefully solve my problem, but they're not sure. Has anyone ever replaced their steering rack in a ITR before? No one seems to have had this problem before and if not the steering rack then where could the noise be coming from?
P.S. Not at first, but now I'm starting to feel a little play in my steering while driving, and at a dead stop it's much louder than before. It got even louder after I had acura replace the rack bushings.
PLEASE READ MY OLD POST BELOW.
Right before my first oil change, I noticed that at a stand still when I turn my
steering wheel slight left and right wiggling it in a sence I can hear a sound, and
feel it in the steering wheel, as if there's some play in my front end, but while
driving the steering feels tight. When I got my oil changed at Acura the machanic
told me it was normal so I blew it off. Months later I go to Acura to have a
machanic check out my clutch, which he claims is fine, however he said it sounded
like something was wrong with my steering. He gives me a apointment to have it
looked at, well that was this morning and they can't find anything wrong with it. I
watched the machanic tighten all types of bolts, put it on an alignment machine
and still they couldn't find the problem. So they told me that they were going to
call me in a few days after they call some tech line. They also said somthing about
it possiblee being in the rack, so after they call the tech line they might install one.
Has anyone come across this problem, you can't hear or feel it while moving, only
at a stand still. Or is this normal?
(Sorry for the double post, but I thought a new title would get a better responce.)

Have they checked to make sure the steering wheel nut is bolted down tightly?

if anyone's curious, here is the old post https://honda-tech.com/zerothread?id=80872

I had a similar problem with my 88 CRX Si. I'm not sure about the ITR steering rack, but for the CRX there was an adjustment nut on the steering rack to set the pinion depth against the rack. I'll check my S/M tonight to see if this can be adjusted on the ITR.
if you didn't mess with it, there's no reason for the nuts to come loose. A easy way to check for a bad rack is to go into a parking and make tight left and right hand turns as if you were doing a U-turn and then let go of the wheel to straighten the car out, and slightly hold the wheel and check for "notchiness" as the wheel comes back to center position. Do this both going left and going right. If you feel any notchiness in the wheel coming back to center position, a few teeth on the gears in the rack are chipped or bent. Another easy check is to have the car on some jack stands and try to turn the wheel from side to side with the tires on. Do this for driver side and passenger side. If it's not smoothe or takes some muscle, then there is something wrong the rack.
