Default Transmission OD problem

I have a 98 lx 4dr automatic that I got used last year. I was getting about 20mpg with it on the hwy. The problem that I discovered is that in cold weather, or before the transmission warms up, the car won't shift into OD. I read several threads that suggested flushing the tranny, and putting in some higher quality atf. I decided to put in some that was made for cold weather to see if that would help the tranny warm up sooner, and it does, but on cold mornings it still has problems kicking into OD. Any one have any ideas as to why this would be happening?

Thank in advance.

Ben

I believe it goes into OD after your car is at running temp.
