diagphram assy vacuum. vtec. neeeed help

diagphram assy vacuum. vtec. neeeed help
i was wondering if the vacuum such as IAB or the diagphramm assy controlls the vtec at all. for some reason my vtec doesnt work. idle is off. and running ruch as hell. whats with this?
