Default ECU safe mode?

My friend just dropped a b16a in his rex, his ecu seems to be on a safe mode of sorts where the led is solid and the motor has a revlimiter at 3k. this has happened to me too, where i crank the car and it does this, turn it off and crank it again and it works. His is like this all of the time. Tried resetting the ecu, didnt work. Whats going on? TIA

Have you tried a different ECU yet??
If it does the same thing with a known good ECU, then your problem is somewhere else.
If the problem goes away with the new computer, then your ECU is poop.

the ecu is fried or the connections are imporper.......check again the PCB, there could be something burned on the board...
