Default CTR camshafts that good?

A friend of mine had some toda spec C's on his car and ran a fairly good time on the track. But after a month later he swaped the camshafts with some ctr's and hand tuned. With that he ran a better time then with the toda camshafts. So are toda's camshafts any good?

he should be making more with the toda spec Cs. did he get it tuned professionally? the CTRs probably FEEL better b/c of its midrange...but the todas should be faster.
