Touch Up Paint help needed!!!

TOUCH UP PAINT HELP NEEDED!!!
I did search but nothing detailed enough,or would load, to satisfy me. 
OK so my bumper has many many many little dings in the paint from rocks i guess, they are all relatively small and all down to white(? not sure if it's primer or what, paint's no my thing)
So basically i was wondering if anyone has any tips or suggestions to help out. I don't think primer is needed cause they are so small, but what about a clear coat and a rubbing compound(?? heard about it but don't know what to use it for or when) and should i wet sand if so when?
If anyone would be willing to post a step by step walkthrough(sp) for a great finish that would be GREATLY appreciated.
Also what would be better buying the paint from the dealer or buying from one of these sites:

I heard that Meguirs(sp) has some stuff for a great blend for the finish...any experience or product name....

And the color is Milano red r-81 if that matters at all....o and i really don't want to spend 200+ to have my bumper matched and painted to the rest of the car if i can do this...so this is basically a last hope... <U></U>

yeah...thanks for a reply and free bump but i'm wondering which is better stuff from the dealer or stuff from those websites i have listed....please i need help
