Default Code 41 (HO25 Heater) after OBD-1 swap

I am still trying to get my OBD-0 to OBD-1 working hopefully someone on here has had a similar problem.

I am using a brand new Bosch 4-wire O2 sensor wired directly to the ECU via locash conversion harness.

The problem is this, the CEL is very intermitent if it is off the car runs like crap stumbles and hesitates at 3000-5000rpms. If the CEL is on it runs great (sounds backwards to me).
